The Healthcare Identifiers (HI) Service is a national digital health system for health professionals that uses unique identifiers for individuals, healthcare providers and organisations. This ensures accurate information at the point of care, including My Health Record.
The HI Service only stores basic demographic details (e.g. name, birthdate, gender) for unique identification, not medical records. Healthcare identifiers doesn’t replace Medicare or DVA numbers and doesn’t affect claiming medical benefits.
Types of healthcare identifiers include:
The use of Healthcare Identifiers is governed by the Healthcare Identifiers Act to protect against misuse and unauthorised access.
PRODA (Provider Digital Access) is an online system for verifying and authenticating identities. It allows secure access to government online services.
PRODA has replaced Public Key Infrastructure (PKI) individual certificates. Once you register for a PRODA account, healthcare professionals and their authorised staff can use a username, password and verification code to access Health Professional Online Services (HPOS).
To access services through PRODA, you must register as an individual to get your own account. Each person can only have one PRODA account, and you shouldn’t make accounts for others.
Also, you need to be an Associate or Authorised contact for the organisation on the Australian Business Register (ABR), and your individual PRODA account name must match your name on the ABR. Keep your personal and login details private; don’t share them. Your individual PRODA account is permanent, even if you change jobs.
To access a service for an organisation, you need to register the organisation in PRODA. Health Providers should have their own unique individual accounts and can delegate responsibilities to other staff members. Practice Managers and administrative staff dealing with Services Australia should also have their own PRODA account to access HPOS functions. Individuals can control access levels for different staff members who are delegates. Delegations must be renewed every 12 months.
For more information and assistance, you can contact Services Australia’s eBusiness Service Centre on 1800 700 199.
Health Professional Online Services (HPOS), accessed with a PRODA account, offers a quick and secure way for healthcare providers and administrators to do business with Services Australia.
You can use HPOS to access services, payments, programs, the Australian Immunisation Register (AIR), Centrelink forms, online claims, and to request and manage PKI certificates.
Access the HPOS Learning Modules.
A National Authentication Service for Health (NASH) Public Key Infrastructure (PKI) Certificate is issued by Services Australia and designed to adhere to high encryption standards. This certificate uses the SHA-2 (Secure Hash Algorithm 2) cryptographic hash function for added security. The addition of an authentication process maintains the integrity and confidentiality of patient information when accessed or shared by healthcare providers.
A NASH certificate helps your healthcare organisation to:
Healthcare providers use NASH by installing a NASH PKI certificate into their clinical software (check with your software provider for instructions). You can access the software conformance register on the Australian Digital Health Agency NASH SHA-2 Readiness Register.
Note: Support for NASH SHA-1 PKI certificates ends after 24 March 2024. Please ensure that your software is configured to use a NASH SHA-2 certificate by the specified date to maintain connections to digital health services.
If you haven’t transitioned to NASH SHA-2 yet, please contact your software vendor or follow the instructions available on the ADHA website.
A NASH PKI Certificate expires after two years from the date of issue. Your organisation will receive a notification before the certificate is due to expire. You can apply for a new certificate before the expiry date.
You can find step-by-step instructions for requesting, renewing, or revoking a NASH PKI certificate on the Australian Digital Health Agency (ADHA) website.
Certificates can only be managed by a Responsible Officer (RO) or Organisation Maintenance Officer (OMO) through the Health Professional Online Services (HPOS) tile.
Having a NASH certificate policy for your organisation is a requirement. You can find a sample NASH PKI certificate policy on the website.
A secure Personal Identification Code (PIC) will be assigned to you to access your certificate when it’s ready for download. The certificate will be locked if the PIC has been entered incorrectly 3 times.
Healthcare locations should use web services compatible software to access the following digital health channels:
This change ensures our channels are secure and use the latest industry standard technology.
If you use a different channel and don’t use software to submit claims and data to us, you won’t be affected. Learn more about alternative online options for health professionals.
To use these channels, you must register your organisation for Provider Digital Access (PRODA).
Resources to help your organisation transition to web services and PRODA are available on the Services Australia website. For guidance on transitioning, please contact your software vendor.
